Gallagher resided in Green Bay until middle school. Following his parents’ separation, he relocated to California and attended Mater Dei High School in Santa Ana. During summers, he returned to Wisconsin. Reflecting on his academic journey, Gallagher expressed gratitude to his teachers for instilling in him a passion for history, which ultimately led him to pursue a Ph.D. specializing in Cold War history. In 2002, he achieved the honor of valedictorian upon graduation. Gallagher earned his B.A. in 2006 from the Woodrow Wilson School of Public and International Affairs at Princeton University.

Gallagher served as a United States Marine Corps intelligence officer for seven years (2006–13) on active duty.
